Tab viewer error no.2

I tried to create tables by using batch application and when i run the program files with tbd extention arre created. Then i want to open the table and select the related tbd files cspro gives an error saying 'breaks are not permitted for this program'. I already define OLD_TABS and check my environmental settings but could not figure out. I would appreciate it if you could help me.
