Most likely cause is that the universe you are passing to syncdata() does not match any cases on the server. This isn't a synchronization problem. It is just a problem in your menu program. After calling syncWithSupervisor() in the INTERVIEWER_MAIN_MENU proc you need to do reenter INTERVIEWER_MAIN_MENU to go back to show the menu again. I'm not sure you can import a dat from SPSS that has more than one record type. I don't use SPSS so I could be wrong but I thought in SPSS you could only have one record type per file. If I'm wrong you could probably add a variable in your SPSS for the record type and save it the appropriate column ...

Is the case partially saved? Normally in modify mode the case was already completed so there can be no out of range/blank values when you advance. If the case is partially saved then can you put the remarks field early in the interview? You can skip over it during the normal course of the interview ...

If you skip to a field then all the fields in between the field you skip from and the one you skip will become notappl because they have been skipped. If you want to keep the existing values then you need to use advance instead of skip.

The files directory should already exist. Please create the apps directory. Make sure it is readable by the web server user.

Sounds like maybe you are synchronizing the data file that you store the login in. Try not synchronizing that file. If that isn't the problem you will need to share your program with us so we can see.
