Your file Listing.pff has this:

Parameter=onexit=../Menu/Menu.pff

Remove the Parameter= part. It should look like this:

OnExit=../Menu/Menu.pff

I think that it would be more helpful if you posted your entire application. You have a function, launchdeploymentDataEntry, that launches a different application, but I don't see it being called anywhere in your code. It's hard to determine what might be happening without seeing all of the code.

Thanks for reporting this as an issue. We're redesigning the search for CSPro 7.2. We'll test with Vietnamese characters to see if it works on Android.

Take a look at the Simple CAPI example that comes with CSPro. If you look at PROC MAIN_LANGUAGE you'll see how a dynamic value set gets created based on the answers to LANGUAGES_SPOKEN and LANGUAGES_SPOKEN_OTHER.
